Delayed apology by Andhra Pradesh Chief Minister YS Rajshekhar Reddy for his ugly-most remarks towards Opposition Leader Chandrababu Naidu in the Legislative Assembly during live telecast of assembly-proceedings is not enough. Nothing can improve till a fear-psychology is developed amongst legislators to be civilised and disciplined by bringing all legislative proceedings accountable to normal law of land. Even Lok Sabha Speaker after being badly frustrated from unruly scenes of undisciplined Parliamentarians is thinking on formulating harsh measures like ‘No work, no pay’-principle for MPs. All this will not be needed if legislative proceedings are subjected to normal of land to avoid often misuse of legislative privileges. System will also effectively take care of violent scenes in state-assemblies, and also bribery to Parliamentarians. It may be recalled that bribe-accused JMM Mps were acquitted in infamous JMM bribery case only because their bribed act to vote for Narsimharao Government was immunised from law of land because of being part of Parliamentary proceedings.
